1. Government
a. Agriculture
From 2020 to 2030, the Prime Minister has approved a master plan for the creation of high-tech agriculture zones. The proposals aim to improve quality and lower costs by developing large-scale and modern agriculture development methods by R&D. In the provinces of Lao Cai, Phu Tho, Son La, Nam Dinh, and Nghe An, as well as Hanoi, the country plans to have at least 10 more hi-tech agriculture zones by 2030.

In addition, the government intends to create at least 500 hi-tech agricultural cooperatives by 2020, doubling the value of the high-tech farming activity. Around 60% of the cooperatives will be in manufacturing centers like the Mekong River Delta, Red River Delta, and Central Highlands, and 30% to 40% of them would use robotics technology models and biotechnology, up from the existing 17%.
In addition to the grants, construction projects, and investments, the government will continue to reach out to countries with expertise in such technology, such as Israel, South Korea, and Japan, to develop high-tech farming training programs to assist local farmers.
b. Forest

In order to meet these targets, Vietnam's Forest Growth Strategy (FDS) for 2006–2020 expands on an earlier FDS. Around 1998 and 2010, the government's Five Million Hectare Reforestation Program planted trees on about 4.6 million hectares. Encourage residents and businesses to plant trees by allocating forest property rights and maintenance to households and communities; encourage joint projects and international investment; implement value sharing policies, and offer technical and financial assistance to tree planting and forest management activities.
The government intends to raise land cover by 45 percent (approximately 6 million hectares) by 2020 in order to combat climate change.
2. Role of Ministries in protecting forestry
The Ministry of Agriculture and Rural Development's Directorate of Forestry is responsible for the majority of forest administration and management (MARD). MARD creates forest policies and oversees and guides their execution. The provincial Divisions of Agriculture and Rural Development are responsible for forest protection. The Ministry of Public Security, the National Ministry of Defense, and the Ministry of Natural Resources and Environment will work with MARD to enforce forest policy at the district and provincial levels, according to the Forest Protection and Development Law. The vast number of agencies involved, together with the extremely fragmented existence of governing agencies, has resulted in inefficient and inconsistent implementation of forestry laws across regions.

Vietnam was one of the UN's Reducing Pollution from Deforestation and Habitat Destruction program's pilot countries (REDD). Working with MARD to develop forest management resources, undertaking pilot projects to construct local authorities' forest management capability, and conducting public awareness campaigns in Vietnam, REDD invested US $4.4 million in Vietnam's reforestation efforts from 2009 to 2011. As it plans initiatives for other countries in the region, REDD is now using the progress of reforestation efforts in Vietnam as an example (REDD 2012b; FAO 2012b). In Vietnam, the UN Food and Agriculture Organization (FAO) is currently working on three forestry programs. FAO is assisting MARD with a national forest and tree evaluation as well as a rural poverty reduction project in Quang Nam Province to grow market-oriented agroforestry that is sustainable. A Ministry of Industry and Trade initiative to foster pro-poor, affordable, and "green" supply chains for rural handicrafts and furniture, most of which is made from wood and other forest products, is also being funded by FAO.
