Vietnam Strategic Management of Renewable Energy Sustainable Development

Solar power is one way for Vietnam to reduce fuel costs while also building quickly. Interestingly, the contribution of solar PV helps to ensure energy security and the sustainability of the environment. The Government of Vietnam requires a specific plan and strategy in the next 10-year vision in order to expand the scale of solar power sources in a sustainable and reasonable manner.


Vietnam has a significant advantage in that it is located in an area with excellent solar energy potential, both in terms of solar radiation and sunny days throughout the year. Another advantage is that Vietnam's solar energy potential is located near an area with high energy demand, namely southern Vietnam. As a result, we can mobilize the region's solar energy potential while also lowering the cost of electricity transmission.


New strategies assist Vietnam in expanding the scale of solar power.


The World Bank released a report titled Strategy and Bidding Framework for a Competitive Solar Power Project in Vietnam in 2020. According to the World Bank announcement, this is the result of two years of technical cooperation between the international institution and the Vietnamese government to increase the scale and effectively manage solar energy in Vietnam. The bank also forecasts that Vietnam's solar PV capacity will grow from current 4.5 gigawatts to tens of gigawatts over the next ten years. Simultaneously, we can create more jobs if we take a new approach to selecting and implementing solar power projects.


The Government of Vietnam will identify sites, conduct site clearance, and invest in critical infrastructure through competitive solar park bidding. The new policies will encourage and promote the rapid development of renewable energy sources to maximize the replacement of fossil fuels. Priority is given to the use of wind and solar energy for power generation. Moreover, encouraging investment in the construction of power plants that use municipal waste, biomass, and solid waste will protect the environment and promote the development of a circular economy. Technological studies are being conducted to build a number of production test projects and encourage the use of hydrogen energy in accordance with the global trend.



To meet the country's industrialization and modernization needs, the Ministry of Industry and Trade uses all available hydroelectric sources to select and supplement a number of small and medium hydroelectricity and pumped hydroelectricity. The Ministry also proposed a strategy for hydropower development cooperation linked to long-term foreign electricity imports. In conjunction with the implementation of the Vietnam Marine Strategy, the government encourages the development of new supporting policies and mechanisms for offshore wind power development. Besides, the Prime Minister emphasized the rapid development of gas-fired thermal power using Liquefied Natural Gas, which will gradually make gas electricity an important source of electricity, supporting system regulation.


Strategies for socio-economic benefits.


To support domestic development, the government can inform the market about the program's key points, which include sector and local development targets. Domestic suppliers must be included in the solar PV value chain so that they can identify suitable opportunities and position themselves as needed, according to the Ministry of Industry and Trade. MOIT can conduct additional research to assess the domestic market's potential in the solar PV value chain. Sharing such studies, in particular, with prequalified applicants allows them to investigate domestic opportunities for partners or subcontracting.


When developing solar power parks, the government can emphasize the importance of ensuring that the people who live nearby benefit directly from the infrastructure. This benefit stems from an annual solar park fee, which can be used for development projects or projects that necessitate the recruitment or training of local staff. Finally, socioeconomic research will be used to properly assess the needs of the local community for timely remediation and repair.
