Diversify models to help households access clean water

Currently, the production of clean water, distribution, and consumption of clean water are implemented in accordance with the Decree on clean water production and supply, directed by the Ministry of Construction and the People's Committee at all levels.

The management and supervision of clean quality after the production process to the water supply of households is implemented in accordance with national technical regulations and regulations on quality inspection and supervision of clean water. As for the management of water exploitation and protection of water resources in general, it must comply with the Law on Water Resources and the Law on Environmental Protection.

In particular, in addition to the regulations on the protection of water resources in general, the Law on Water Resources also has separate provisions for the protection of the quality of water sources serving domestic water production. Accordingly, the water exploiting unit is responsible for protecting the water exploited directly by it, regularly monitoring and observing the quality of the water source, ensuring the quality of the water exploited by itself. At the same time, the Law also stipulates that the People's Committees of provinces, districts, and communes are responsible for implementing measures to protect the quality of domestic water sources in the area.

In recent years, implementing the National Target Program on Rural Water Supply and Sanitation, Bac Ninh Province has focused on building and operating many clean water plants, diversifying models to help access to clean water for households, contributing to the achievement of the target by 2020, 100% of households in rural areas will have concentrated clean water.

In the rural areas of Bac Ninh province, there are 57 clean water projects in operation with a capacity of over 153,000 m3 / day and night, supplying water to 84 communes with nearly 156,000 households. Initially, the rural clean water supply projects put into use have brought practical effects, improved the quality of life for the people, contributing to gradually reducing the distance between rural and urban areas.

Completed and put into use concentrated clean waterworks has contributed to increasing the rate of rural people using hygienic water to nearly 99%; in which the population using clean water is about 55%.

In the coming time, the Ministry of Natural Resources and Environment will continue to review the current legal regulations, complete regulations, and legal institutions to improve efficiency in the management of water resources and the environment, especially the protection of water resources and the environment, in which special attention should be paid to water resources and activities that may affect the water supply for domestic purposes. In particular, there should be stricter sanctions for acts of polluting water sources and violations of the law of organizations and individuals involved in the supply, clean water consumption for the people.

In order to access clean water, we must increase the accountability of ministries, branches, and localities and people's awareness and obligations in overseeing water resource exploitation, use, and protection, protect the water quality of rivers, streams, lakes, ponds, etc., especially water sources for domestic use. At the same time, promoting inspection and examination; strengthen monitoring activities of exploiting, using water, discharging wastewater into water sources.
