Strengthening international cooperation to address Vietnam's water resource challenges

In order to do well in the management of water resources, the role of international cooperation is very important, especially in the context of climate change, increasing demand for water and water pollution is increasingly complicated.


At the United Nations Summit on Environment and Development held in Rio de Janeiro from 3 to 14 June 1992, the United Nations issued a resolution making March 22 every year as World Water Day and has been held annually since 1993. Each year, the United Nations chooses a specific theme for World Water Day to reflect different water perspectives.



This is an international event organized to attract the attention of people all over the earth to see the importance of water resources, especially freshwater resources, and contribute to strengthening sustainable management of this valuable resource.


Water is an essential part of life. However, at present, we are facing a serious water-related crisis on a global scale, mainly due to ecosystem degradation, environmental pollution, and climate change.


In Vietnam, to implement the 2030 Agenda for Sustainable Development, on May 10, 2017, the Prime Minister issued Decision No. 622 approving the National Action Plan to implement the Chapter. Agenda to 2030 for sustainable development. The plan has outlined 17 goals, 115 specific goals for sustainable development to 2030 for Vietnam, and tasks and solutions. The National Action Plan has also assigned objectives and tasks to ministries and branches and requires ministries, branches, and localities to develop their own plan to implement the Sustainable Development Goals to 2030 and issued in 2018.


In recent years, in Vietnam, the investigation of surface water and groundwater resources has been focused on and strengthened. The Government has instructed the Ministry of Natural Resources and Environment to coordinate with relevant ministries and localities to focus on investigating, evaluating, and finding water sources to combat drought in highlands, remote, and isolated areas, water scarcity, drought prevention, saltwater intrusion, and climate change response.


Deploying master plan on water resource basic survey to 2030, vision to 2050, water resources planning tasks after being approved by the Prime Minister. The implementation of water resources planning for the period 2020 - 2030 in more than 50 provinces and cities nationwide is also being strongly deployed. Control and strictly manage the inter-reservoir operation process, ensure the regulation of exploitation, economical, efficient, and intelligent use of water sources for multiple purposes, meeting production and flood reduction, and power generation.



Vietnam's water resources industry also actively implements measures, aiming to increase water use efficiency in all sectors, ensuring a sustainable supply of clean water to address water scarcity, significantly reducing including the number of people suffering from water scarcity; improving water quality by reducing pollution and minimizing the release and discharge of hazardous chemicals and materials into water sources; reduce the proportion of untreated wastewater and significantly increase the recycling and reuse of safe water; to ensure that the exploitation of water does not exceed the exploitation limit for the river, not exceed the exploitable reserves in the aquifers.

In addition, implementing integrated water resources management at all levels, including through cross-border cooperation; safeguarding and restoring water-related ecosystems including mountains, forests, swamps, rivers, aquifers, and lakes. In addition, expand international cooperation and support capacity building for developing countries on water-related activities and programs including water collection, desalination, water efficiency, wastewater treatment, recycling, and water reuse technologies. Support and increase participation of local communities in improving water management.
