Human resource training and good governance in the development of sustainable renewable energy

Currently, renewable energy training in Vietnam is extremely limited. Renewable energy research and education in Vietnam's universities is limited, and there is no national research-oriented master's program. Furthermore, Vietnam's renewable energy market has yet to be established. As a result, enterprises lack demand for R&D and training, as well as some requirements for human resource recruitment.
Orientation in training
Universities are now scrambling to prepare and hire lecturers with expertise in renewable energy development. Students can thus apply solid specialized knowledge to serve sustainable development. The School of Energy, according to Dr. Nguyen Trinh Hoang Anh, a lecturer at Hanoi University of Science and Technology, enrolls students in two majors: green electricity and bioenergy. “During the first year, we primarily taught general subjects, with a focus on electrical engineering subjects. We specialized in energy management, smart grid technology, energy economics, biofuel, wind energy, solar energy, and other areas over the last two years. We can focus on training and development for each student based on their ability and orientation with a small number of students.”
Students with the knowledge provided in school can work in renewable energy facilities, but they can also participate in other power generation facilities, as well as electrical business and consulting firms.

Energy technology is of interest not only to universities but also to elementary and secondary schools, which want to inspire future generations to create and learn more. For example, the solar rooftop project of Nguyen Van Troi Primary School students was officially handed over, installed, and used by EVNCPC and Lao Dong Newspaper. Mr. Thai Thanh Nam, Director of the Center for Production of Electrical Electronic Devices (CPCEMEC), is very pleased with the findings of the students' research and the teachers' assistance. Teacher Cao Xuan Hai, Principal of Nguyen Van Troi Primary School, confirmed that EVNCPC and Lao Dong Newspaper installed a solar energy system not only to help the school save money on electricity but also to actively participate in the school's teaching process.
Good governance
In 2020, Politburo issued Resolution 55 on Vietnam's National Energy Development Strategy Orientation to 2030, with a 2045 vision. The goal of the resolution is to ensure solid security and national energy. Enterprises can provide enough stable energy at reasonable prices to support long-term socio-economic development. Additionally, the government encourages ensuring national defense and security, improving people's lives, and contributing to environmental protection.

Resolution 55, according to Mr. Tran Viet Ngai, paved the way for a period of renewable energy development in our country, in line with Vietnam's advantages and the trend of sustainable development. In addition to renewable energy, traditional energies such as hydroelectricity, gas, and coal power continue to perform well, providing a solid foundation for Vietnam's energy industry, particularly the electricity industry, to promote efficiency. It also ensures the availability of electricity and energy for business production and human life.
Since the adoption of Resolution 55, the Ministry of Industry and Trade has made available on its official website the draft National Energy Master Plan for the period 2021-2030, with a vision to 2050. The draft master plan, according to the Vietnam Sustainable Energy Alliance (VSEA), has addressed many shortcomings of previous sub-sector plans. This plan considers not only energy development factors, but also environmental, climate change, price, and the combination of domestic and foreign... The overall energy policy has been closely monitored in relation to the current situation and higher feasibility.
Expert Pham Xuan Hoe, former Deputy Director of the State Bank's Banking Strategy Institute, suggested that the plan should also include fiscal policy solutions for capital mobilization for energy sector development, as well as taxes and fees to encourage all economic sectors to invest in green energy development. A green spending policy for clean energy use is also recommended, as is a green credit policy for the State Bank's renewable energy sector.
